Limerick has a strong engineering and technology pipeline through the University of Limerick and TUS, and those courses set a Higher Level maths requirement that shapes what students in the county need from 5th year onward.

They need to pass Higher Level and bank the 25 bonus points, which is a different problem with a different plan behind it. Working out which topics to prioritise and which to deliberately leave is most of the value.
City schools in Castletroy and the surrounding area are used to sending students into UL, and their maths teaching is generally geared toward that. Students from Newcastle West, Kilmallock and the rural west of the county have further to travel for anything extra and are the ones for whom online makes the clearest difference.
Limerick students are often more focused than average on the specific course they want, which makes planning straightforward. If the target is 480 points for engineering, every session can be measured against it.
